- Federal-State Partnership for Intercity Passenger Rail Grant Program – Northeast (BIL)
- Due date: March 27, 2023
- Eligible entities: State and Tribal governments
- Climate-aligned eligible projects: Projects that (a) replace, rehabilitate, or repair infrastructure, equipment, or a facility used for providing intercity passenger rail service to bring such assets into a state of good repair, (b) improve intercity passenger rail service performance, (c) expand or establish new intercity passenger rail service or (d) planning for any of the projects described above.
- Carbon Capture Large-Scale Pilots (BIL)
- Due date: April 5, 2023 (concept note)
- Eligible entities: State, local, and Tribal governments, higher ed, for-profit, nonprofit
- Climate-aligned eligible projects: 10 projects focused on de-risking transformational carbon capture technologies and catalyzing significant follow-on investments for commercial-scale demonstrations on carbon emission sources across the power and industrial sectors.
- Environmental Justice Collaborative Problem-Solving (EJCPS) Cooperative Agreement Program (IRA)
- Due date: April 10, 2023
- Eligible entities: Community-based nonprofit organizations or a partnership of community-based nonprofit organizations
- Climate-aligned eligible projects: Pollution monitoring, prevention, and remediation, and investments in low- or zero-emission technologies that help reduce GHG emissions. Climate mitigation and adaptation. Workforce development for these areas. Facilitating public engagement of disadvantaged communities in local, state, and federal public processes.
- Low or No Emission Grant Program and the Grants for Buses and Bus Facilities Competitive Program
- Due date: April 13, 2023
- Eligible entities: State, local, and Tribal governments
- Climate-aligned eligible projects: projects to purchase or lease zero-emission and low-emission transit buses, including acquisition, construction, and leasing of required supporting facilities and financing of buses and bus facilities capital projects. 0.5% of the grant can go towards workforce development.
- Advanced Energy Manufacturing and Recycling Grant Program (BIL)
- Due date: April 14, 2023 (concept paper)
- Eligible entities: small- or medium-sized manufacturing firms
- Climate-aligned eligible projects: projects by small or medium manufacturers to establish new, reequip, or expand existing industrial facilities in eligible energy communities to produce or recycle advanced energy property.
- Energy Improvements in Rural or Remote Areas (BIL)
- Due date: April 14, 2023 (concept paper)
- Eligible entities: State, local, and Tribal governments, higher ed, for-profit, nonprofit
- Climate-aligned eligible projects: replicable energy projects that lower energy costs, improve energy access and resilience, and/or reduce environmental harm; demonstrate new rural or remote energy system models using climate-resilient technologies, business structures that promote economic resilience, new financing mechanisms, and/or new community engagement best practices; and build clean energy knowledge, capacity, and self-reliance in rural America.
- Clean Hydrogen Manufacturing and Recycling program and Clean Hydrogen Electrolysis Program (BIL)

- Eligible entities: Higher ed, for-profit entities, nonprofits, state, Tribal, and local governments
- Climate-aligned eligible projects: projects that improve the efficiency, increase the durability, and reduce the cost of producing clean hydrogen, advance new manufacturing technologies and techniques for clean hydrogen production, and create innovative and practical approaches to increase the reuse and recycling of clean hydrogen and fuel cell technologies.
- Industrial Demonstrations Program (IRA and BIL)
- Due date: April 21, 2023 (concept paper)
- Eligible entities: for-profit organizations, owners or operators of domestic, non-federal nonpower industrial of manufacturing facilities
- Climate-aligned eligible projects: projects that prioritize deep decarbonization, by demonstrating significantly less carbon-intensive industrial production processes leading to materials that can be labeled as having substantially lower levels of embodied greenhouse gas emissions
- Climate Pollution Reduction Grants – Planning (IRA)
- Due date: April 28, 2023
- Eligible entities: 67 most populous metropolitan areas
- Climate-aligned eligible projects: $1 million to each of the 67 most populous metropolitan areas in planning grants to develop innovative strategies to cut climate pollution and build clean energy economies. These are opt-in grants that are required for municipalities to be eligible for the $4.6B in competitive implementation grants that will be administered this summer.
- Port Infrastructure Development Program (BIL)
- Due date: April 28, 2023
- Eligible entities: State and Tribal governments
- Climate-aligned eligible projects: PIDP grants can improve port infrastructure, including intermodal connections, or reduce or eliminate pollutants and greenhouse gas emission. This program focuses on infrastructure enhancements that directly impact port operations. Consider projects that support freight and port vehicle fleet electrification, port resiliency with battery storage, and major efficiency retrofits to reduce the energy intensity of port operations.
- Energy Efficiency and Conservation Block Grant (EECBG) Program Formula Grant pre-award sheet (IRA)
- Due date: April 28, 2023
- Eligible entities: State, local, and Tribal governments
- Climate-aligned eligible projects: Projects that develop, promote, implement, and manage energy efficiency and conservation, including clean energy. Consider using funds to enhance or enable innovative energy financing strategies that spread project costs out over time or capture additional incentives. These may be more complex, but can often extend the impact - bill savings and energy savings were at least 2X higher in the original EECBG program than other efforts when EECBG funds were utilized for more ambitious and/or "complex" financial incentive programs.
- Energizing Rural Communities Prize
- Due date: May 24, 2023
- Eligible entities: Entrepreneurs, university faculty and student groups, community organizations, Tribal and local governments, financial institutions, industry professionals, and others
- Climate-aligned eligible projects: partnership plans or innovative financing strategies to help rural or remote communities improve their energy systems and advance clean energy demonstration projects.
- Charging and Fueling Infrastructure (CFI) Discretionary Grant Program (BIL)
- Due date: May 30, 2023
- Eligible entities: Local and Tribal governments
- Climate-aligned eligible projects: projects that strategically deploy EV charging and other alternative vehicle-fueling infrastructure projects in publicly accessible locations in urban and rural communities, as well as along designated Alternative Fuel Corridors (AFCs).
- Grid Resilience State/Tribal Formula Grant Program (BIL)
- Due date: May 31, 2023
- Eligible entities: Community nonprofits and partnerships of community nonprofits and other entities, including between Tribal nations and community nonprofits, higher ed and community nonprofits, and multiple community nonprofits
- Climate-aligned eligible projects: projects that strengthen and modernize America’s power grid against wildfires, extreme weather, and other natural disasters that are exacerbated by the climate crisis. Priority for projects that generate the greatest community benefit providing clean, affordable, and reliable energy.
- Environmental Justice Thriving Communities Grantmaking program (IRA)
- Due date: May 31, 2023
- Eligible entities: Community nonprofits and partnerships of community nonprofits and other entities, including between Tribal nations and community nonprofits, higher ed and community nonprofits, and multiple community nonprofits
- Climate-aligned eligible projects: up to 11 awards for community nonprofits and partnerships to serve as grant makers to community-based projects that reduce pollution.
- Pollution Prevention Grant: Environmental Justice in Communities (BIL)
- Due Date: June 6, 2023
- Eligible entities: States, state entities (including universities), Tribal nations
- Climate-aligned eligible projects: projects that address environmental justice priorities and improve human health and the environment in disadvantaged communities by providing pollution prevention (P2) technical assistance to businesses (e.g., information, training, expert advice) on source reduction, also known as pollution prevention.
- Pollution Prevention Grant: Environmental Justice Through Safer and More Sustainable Products (BIL)
- Due Date: June 20, 2023
- Eligible entities: States, state entities (including universities), Tribal nations
- Climate-aligned eligible projects: projects that address environmental justice by providing pollution prevention technical assistance to businesses (e.g., information, training, expert advice) to improve human health and the environment in disadvantaged communities by increasing the supply, demand and use of safer and more sustainable products.
