Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) grant application deadlines as of 7/27/23.

Upcoming grant deadlines 

1. Renew America’s Nonprofits (BIL) 

  • Due date: August 3, 2023 
  • Eligible entities: Tax-exempt entities 
  • Climate-aligned Eligible Projects: Projects that support the installation of materials to reduce energy or fuel use in buildings owned and operated by 501(c)(3) nonprofits. 

2. EDA Tech Hubs (Phase 1) (CHIPS) 

  • Due Date: August 15, 2023 
  • Eligible entities: Partnerships between entities including state and local governments, Tribal Nations, higher ed, industry groups, economic development organizations, and workforce training organizations 
  • Climate-aligned Eligible Projects: Investments in regions to make them globally competitive within 10 years in next-generation technologies and industries.  

3. Rural Energy for America Program Technical Assistance Grant (IRA) 

  • Due Date: August 15th, 2023 
  • Eligible Entities: State and local governments, Tribal Nations, higher ed, electric cooperatives, public power entities, an investor-owned utility, for-profit entities, and non-profit entities 
  • Climate-aligned Eligible Projects: Provide technical assistance to agricultural producers and rural small businesses applying to REAP, prioritizing those who are assisting distressed/disadvantaged communities, pursuing projects using underutilized technologies, and pursuing projects under $20,000. 

4. Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Program (BIL) 

  • Due Date: August 18, 2023 
  • Eligible entities: State and local governments, MPOs, and Tribal Nations 
  • Climate-aligned Eligible Projects: Projects that improve the resilience of the surface transportation system, including highways, public transportation, ports, and intercity passenger rail.  

5. NOAA Climate Resilience Regional Challenge (IRA) 

  • Due Date: August 21, 2023 
  • Eligible entities: Coastal states, territories, or tribes, counties, cities, or other political subdivisions of a coastal State or territory, District of Columbia, institutions of higher education, and non-profit entities 
  • Climate-aligned Eligible Projects: Projects that transform the resilience of U.S. coastal communities, ecosystems, and associated economies to weather and climate impacts. 

6. Clean School Bus Program Grants (BIL) 

  • Due Date: August 22, 2023 
  • Eligible entities: Local and state governments, Tribal Nations, public charter schools, contractors, and non-profit transportation associations 
  • Climate-aligned Eligible Projects: Replacing school buses in high-need local educational agencies, rural school districts, or school districts on Indian land with clean buses. 

7. USDA Empowering Rural America (New ERA) program (IRA) 

  • Due Date: August 31, 2023 
  • Eligible entities: Member-owned electric co-ops 
  • Climate-aligned Eligible Projects: Flexible funding to make energy efficiency improvements to eligible generation and transmission systems; to purchase, build, or deploy renewable energy, zero-emission systems, and carbon capture storage systems; or to purchase renewable energy.   

8. Weatherization Program Assistance (WAP) Enhancement & Innovation (BIL) 

  • Due Date: Concept Papers are due August 31, 2023. Full applications are due January 5, 2024. 
  • Eligible Entities: Current WAP Grantees and Subgrantees, as well as nonprofit entities  
  • Climate-aligned Eligible Projects: Expand the impact of DOE’s existing residential weatherization programs to perform deep energy retrofits of low-income residential buildings and empower local community representation within the energy workforce. 

9. Materials, Operations, and Recycling of Photovoltaics (BIL) 

  • Due Date: Applicants must submit a letter of intent by September 6, 2023, at 5 p.m. ET and a concept paper by September 13, 2023, at 5 p.m. ET. The full application is due November 28, 2023, at 5 p.m. ET. 
  • Eligible Entities: State and local governments, Tribal Nations, for-profit entities, non-profits, and higher ed 
  • Climate-aligned Eligible Projects: Research and development projects to create innovative and practical approaches to increase the reuse and recycling of solar energy technologies. 

10. Ocean-based Climate Resilience (IRA) 

  • Due Date: September 11, 2023 
  • Eligible Entities: State and local governments, Tribal Nations, for-profit entities, non-profits, higher ed or other academic institutions 
  • Climate-aligned Eligible Projects: Accelerator programs that support startups navigating the commercialization of ocean-based climate resilience solutions. 

11. Solar for All (IRA) 

  • Due Date: September 26, 2023 
  • Eligible Entities: State and local governments, Tribal Nations, and eligible nonprofit entities 
  • Climate-aligned Eligible Projects: Projects that will enhance access to residential solar in low-income and disadvantaged communities.  

12. Rural and Tribal Assistance Pilot Program (BIL) 

  • Due Date: September 27, 2023 
  • Eligible Entities: State and local governments, and Tribal Nations 
  • Climate-aligned Eligible Projects: Improve the organizational capacity of communities that may not have available resources to evaluate and develop infrastructure projects that qualify for federal funding and financing. 

13. Silicon Solar Manufacturing, and Dual-Use Photovoltaic Incubator (BIL) 

  • Due Date: Concept papers are due September 27, 2023. Full applications are due November 14, 2023 
  • Eligible Entities: For-profit entities as the prime recipient, higher ed, for-profit entities, non-profit entities, state and local governments, and Tribal Nations as sub-recipients  
  • Climate-aligned Eligible Projects: Projects that accelerate the development of domestic silicon solar manufacturing. Projects that demonstrate dual uses of solar, such as agrivoltaics. 

14. USDA Powering Affordable Clean Energy (PACE) program (IRA) 

  • Due Date: September 29, 2023 
  • Eligible Entities: States, corporations, municipalities, utility districts, nonprofits, cooperatives, and others that generate electricity for resale to residents with at least 50% of the population served in communities with populations of 20,000 or fewer.  
  • Climate-aligned Eligible Projects: Projects that make clean energy more affordable for rural Americans.  

15. State-Based Home Energy Efficiency Contractor Training (IRA) 

  • Due Date: September 30, 2023 
  • Eligible Entities: States and Territories.  
  • Climate-aligned Eligible Projects: Projects that develop and implement a state workforce energy program that prepares workers to deliver energy efficiency, electrification, and clean energy improvements. 

16. Recompete Pilot Program (CHIPS) 

  • Due Date: October 5, 2023 
  • Eligible Entities: State and local governments, Tribal Nations, and economic development districts. 
  • Climate-aligned Eligible Projects: Economic development in economically distressed communities.  

17. Tribal Climate Resilience Annual Awards Program (BIL, IRA) 

  • Due Date: October 13, 2023 
  • Eligible Entities: Federally Recognized Tribes 
  • Climate-aligned Eligible Projects: Planning and implementation for projects that improve climate resilience for tribal communities.  

18. Consumer Electronics Battery Recycling, Reprocessing, and Battery Collection (BIL) 

  • Due Date: November 29, 2023 
  • Eligible Entities: Individuals, higher ed, for-profit and non-profit entities, state and local government entities, and Tribal nations. 
  • Climate-aligned Eligible Projects: Support the recycling of consumer electronics batteries and battery-containing devices to bolster the domestic critical material supply chain for EV batteries. 

19. Climate Ready Workforce (IRA) 

  • Due Date: Letters of Intent are due November 30, 2023. Full applications are due February 13, 2024. 
  • Eligible Entities: State and local governments, Tribal Nations, non-profits, associations, and higher ed 
  • Climate-aligned Eligible Projects: Workforce development, training, and recruitment for good-paying jobs that enhance climate resilience.
