America is All In Co-Chairs Governor Newsom, Governor Pritzker, Mayor Bibb, and Former EPA Administrator Gina McCarthy Reinforce U.S. Cities and States Commitment to Paris Agreement Goals on 10th Anniversary

December 11, 2025 – On the 10th anniversary of the Paris Agreement, the Co-Chairs of America Is All In, a coalition of U.S leaders representing two-thirds of the U.S. population and three-fourths of the U.S. GDP, recommitted to the goals of the landmark global agreement. America is All In Co-Chairs California Governor Gavin NewsomIllinois Governor JB PritzkerCleveland Mayor Justin M. Bibb, and Gina McCarthy, former White House National Climate Advisor and 13th U.S. EPA Administrator, issued the following statement:

“Our message to the American people, and the world, is that our commitment to the Paris Agreement has not wavered and will persist. These goals have spurred a decade of increasingly bold action, investment, and technological innovations. As a result, in cities and states across the country, we are making the promise of a clean energy future our reality. That means lower costs, better health, and more economic opportunities.”

Ten years after the signing of the Paris Agreement, 2025 is projected to be the biggest year for clean power growth in U.S. history. Projections show that this year, developers will add a record 60 GW of new clean energy capacity, a 26% increase from 2024. Renewable energy has now taken the lead as the most cost-competitive energy generation source and is creating jobs that are outpacing the rest of the nation’s workforce.

States and cities have been at the forefront of this historic energy transition, with local leaders taking action to lower energy costs, grow jobs, and build more resilient communities. Governors have demonstrated their ability to grow state economies while cutting energy costs. Data from the U.S. Climate Alliance shows that its 24 governors, representing approximately 60 percent of the U.S. economy, have reduced emissions by 24% below 2005 levels while increasing GDP by 34%.

Over 300 U.S. Climate Mayors have agreed to meet the goals of the Paris Agreement and over the last decade have pioneered innovative approaches, transforming their cities into leading examples of effective climate action. Phoenix is tackling rising temperatures head-on through a $60 million, multi-year initiative to plant 27,000 native trees and build 550 shade structures. Cleveland is creating the workforce of the future through its investment of $10 million to prepare residents for jobs in the clean energy industry.

At COP30 in Brazil, a delegation of over 100 U.S. local leaders, including governors, mayors, and senior city and state officials, demonstrated a unified commitment to advancing clean energy and climate action. Through several events and press engagements, U.S. leaders sent a clear message that cities, states, and more are pressing forward on clean energy solutions and remain eager to collaborate with international partners. America Is All In Co-Chair Governor Newsom also met world leaders and signed new partnerships to create jobs, fight pollution, and underscore that U.S. cities and states will continue to lead on climate action.
